Countries form alliance for air ticket tax. Thirteen countries have formed an alliance that will try to adopt a tax on plane tickets to help poor countries fight diseases. Some airlines do not support the idea because they are already heavily taxed. The International Air Transport Association is urging governments to reject the plan. Mar 3, 2006
